DA URSULA JONES DICKSON ANNOUNCES MURDER CHARGES IN THE DEADLY SHOOTING OF COACH JOHN BEAM
Charges Include Gun Sentencing Enhancements

Oakland, CA — Today, District Attorney Ursula Jones Dickson announced that the Alameda County District Attorney’s Office has filed murder charges against Cedric Irving Jr. (27) for the November 13, 2025, shooting of Coach John Beam (66) on the Laney College Campus in Oakland.
“On behalf of the Alameda County District Attorney’s Office, and my personal family, I wish to express our deepest condolences to Coach John Beam’s family. Coach Beam represents the best of Oakland. Just as Coach Beam’s love for community has been felt for decades, so will his loss,” said DA Jones Dickson.
Mr. Irving is charged with murder and the use of a firearm. If convicted as charged, he could serve a term in state prison of fifty years to life.
DA Jones Dickson also announced mandatory minimums for illegal possession of a firearm.
“There must be more accountability. We will be instituting mandatory minimum sentences for individuals who illegally possess guns. Our schools, students, and teachers need to thrive in a safe gun-free environment. I believe that this will be an important step in that direction to make Oakland and Alameda County safer,” DA Jones Dickson said.
The mandatory minimums, notwithstanding any other charges, are as follows:
Misdemeanor possession – 90 days county jail.
Felony possession – 180 days county jail.
Felon in possession of a firearm – 16 months state prison.
In addition, the Alameda County District Attorney’s Office will seek further mandatory jail time for individuals who are found to be in possession of so-called “ghost guns.”

DA URSULA JONES DICKSON ANNOUNCES CHARGES IN HAYWARD HOMICIDE COLD CASE
Charges Include Gun Sentencing Enhancements

Oakland, CA — District Attorney Ursula Jones Dickson announces that the Alameda County District Attorney’s Office has filed murder charges against Anthony Fox (56) and Veronica Fonseca (54) for the June 17, 1993, shooting death of Mr. Zachary Jackson in his home in unincorporated Hayward.
The charges against both defendants include murder and first-degree residential burglary. Mr. Fox’s allegations include sentencing enhancements for using a gun and inflicting great bodily injury. Ms. Fonseca’s allegations include sentencing enhancements for being armed with a gun.
“This is really a story of collaboration with law enforcement. I am extremely grateful to Sheriff Yesenia Sanchez, the investigators at the Sheriff’s Office, the District Attorney’s Organized Crime Unit, and all of the agencies, in and out of the state, for their roles in bringing this cold case to a close”, said DA Jones Dickson. “We cannot forget that victims desire and require closure in cases. This is a case that took 32 years to resolve, but murder has no limit on when we can charge you.”
Arrangements are being made for Anthony Fox and Veronica Fonseca to be transported back to Alameda County, where they will be arraigned in court.

Oakland, CA — Today, District Attorney Ursula Jones Dickson and the Alameda County Family Justice Center commemorated Domestic Violence Awareness Month by hosting the 23rd Annual Domestic Violence Day of Remembrance Ceremony and Resource Fair.
“Today we celebrate and remember the men, women, and children who lost their lives to acts of domestic violence,” said DA Jones Dickson. “It is in their names that we continue our work. We gathered as a community of survivors, service providers, elected officials, and law enforcement to demonstrate our resolve to make Alameda County a safe place for all to thrive and live a life free of domestic violence.”
The event was held at the county administration building in Oakland. The plaza was filled with family members, survivors, and community members coming together to honor those victims who were murdered and empower those who have survived the trauma resulting from intimate partner abuse. The ceremony included an opening prayer, a community blessing, testimony from survivors, the reading of names, and the sounding of bells for domestic violence murder victims. It concluded with the offering of roses.
The Day of Remembrance serves to recognize all of the agencies, County departments, commissions, community-based organizations, and individuals whose work is essential in the ongoing effort to eliminate domestic violence in Alameda County.

Oakland, CA — Today, District Attorney Ursula Jones Dickson announced that the Alameda County District Attorney’s Office has charged Ivan Salvador Ochoa Munguia (26) with multiple counts of attempted murder and using his motor vehicle as a deadly weapon on September 16, 2025, in Berkeley.
Mr. Ochoa Munguia is charged with three counts of willful, deliberate, and premeditated attempted murder, three counts of assault with a deadly weapon, and three counts of leaving the scene of an accident resulting in an injury other than himself. The defendant is further charged with two counts of unlawful driving or taking a vehicle, two counts of attempted unlawful driving or taking a vehicle, and one count of receiving stolen property—all felonies. These charges include sentencing enhancements for the use of a deadly weapon and for inflicting great bodily injury.
Ivan Salvador Ochoa Munguia was arraigned on September 18, 2025, and is scheduled for a plea hearing on October 1, 2025, in Department 112 of the Wiley Manuel Courthouse in Oakland.

Joint State and Local Law Enforcement Investigation

Oakland, CA — On September 15, 2025, District Attorney Ursula Jones Dickson announced that the Alameda County District Attorney’s Office Consumer, Environmental, and Worker Protection Division secured a court order of restitution against Ferooz Nangeyali and Alexandra Nangeyali, the co-owners of Alfa Private Security in Union City. Defendant Ferooz Nangeyali pleaded guilty to felony wage theft and insurance premium fraud.
In September of 2021, the California Department of Insurance opened an investigation into workers’ compensation insurance fraud and employee wage theft committed by the owners of Alfa Private Security, an armed security company operating in the Bay Area. The 4-year joint investigation with the California Department of Insurance and the California Labor Commissioner’s Office, in conjunction with the Alameda County District Attorney’s Office, involved an extensive review of Alfa’s workers’ compensation policies, its financial records, and interviews of former employees who claimed they were not lawfully compensated for working regular and overtime hours.
The resolution in this case is the result of a successful collaboration between the California Department of Insurance, the California Labor Commissioner’s Office, and the Alameda County District Attorney’s Office. “We are grateful for the assistance of the California Labor Commissioner’s Office and the Department of Insurance. Through our joint efforts, over $200,000 will be returned to dozens of workers who were cheated out of their hard-earned income,” said DA Jones Dickson.
“The resolution of this case is a major win for the employees who were victimized by greedy individuals looking to profit at the physical and emotional expense of others,” said Insurance Commissioner Ricardo Lara. “I would like to thank the Alameda District Attorney’s Office and the California Labor Commissioner’s Office for their hard work and dedication on this case, as they partnered with my detectives to put a stop to the egregious actions of these individuals. Together, we are sending a clear message that insurance fraud is a crime and punishable in a court of law.”
California Labor Commissioner Lilia Garcia-Brower applauded the outcome of this investigation. “Wage theft and insurance fraud not only create unfair competition, they also rob workers of the pay and protections they deserve. By working closely with the Alameda County District Attorney’s Office and other enforcement partners, we are holding violators accountable and safeguarding the rights of workers across California,” said Garcia-Brower.
The prosecution has located 37 of the 81 individuals identified as victims of wage theft. The court ordered that the defendants pay restitution of $210,652 to those defrauded workers, and to repay $80,872 to the State Compensation Insurance Fund, reflecting their loss based on ongoing criminal misrepresentations by defendant Ferooz Nangeyali and his wife, Alejandra.
Ferooz Nangeyali and Alejandra Nangeyali are scheduled to return to court for further proceedings on November 4, 2025, in Department 11 of the René C. Davidson Courthouse in Oakland. Mrs. Alejandra Nangeyali is responsible, along with her husband, for full restitution to all victims, and will have her charges dismissed in a year if the victims are repaid and she is of good conduct.
