GRANTS COMPLIANCE DIRECTOR

The Alameda County District Attorney’s Office is seeking an experienced and detail-oriented grants professional to join our team as the Grants Compliance Director. This non-sworn position plays a critical role in the District Attorney’s Office’s mission by overseeing the full lifecycle of grant-funded programs from pre-award compliance and financial monitoring to reporting and close-out.

The Grants Compliance Director will ensure that all grant activities comply with applicable federal, state, and local regulations. The Grant Compliance Director ensures all funded programs are implemented in accordance with award terms and conditions. Responsibilities include, but are not limited to, grant writing, managing grant portfolios, drafting and reviewing financial and programmatic reports, coordinating internal and external audits, and providing technical assistance to program staff on grant requirements.

The ideal candidate will possess strong knowledge of public sector grant management, strong grant and technical writing skills, exceptional organizational and communication skills, proficiency in financial tracking systems, and the ability to manage multiple funding streams simultaneously. Maintaining the fiscal and regulatory integrity of the Office’s grant portfolio, the Grants Compliance Director will directly support the delivery of programs that advance public safety and justice throughout Alameda County.

Description

The Grants Compliance Director will, under direction, plan, supervise, review, and evaluate program operational support. This role ensures effective program planning, technical assistance, and evaluation for client service delivery programs. The Grants Compliance Director serves as the County liaison with federal and state funding providers to ensure compliance with program regulations and procedures. The Grants Program Director performs analytical work and makes funding related recommendation on the Office’s Grant Programs. Additionally, this role represents the District Attorney’s Office when working with other departments, government agencies, community-based organizations, and performs related work as required.

 

DISTINGUISHING FEATURES

The Grants Compliance Director provides administrative supervision and is assigned lead responsibility for the Grants Program and other duties as assigned. In addition, incumbents provide professional-level technical programmatic services in a wide variety of service areas. All positions are typically characterized by the following elements:

  • Supervision of the entire Alameda County District Attorney’s Office Grant Portfolio Program.

The focus of responsibilities is related to grant program development, implementation, and compliance.

Examples of Duties

NOTE: The following are the duties performed by this position. However, employees may perform other related duties at an equivalent level.

1. Manages the full lifecycle of multiple grant-funded programs, including pre-award review, award setup, ongoing monitoring, and close-out procedures in compliance with federal, state, and local county requirements.

2. Reviews grant agreements, Notices of Award, Request for Funding Applications, Operational Agreements, and Memoranda of Understanding to identify compliance obligations, reporting deadlines, and allowable cost parameters; communicates requirements to program staff and leadership.

3. Drafts, reviews, and submits accurate and timely financial and programmatic reports to funding agencies, including quarterly and annual performance reports, audits, invoices, and reimbursement requests.

4. Develops and maintains internal grant tracking systems, calendars, and compliance checklists to ensure all reporting deadlines and regulatory requirements are met across the Office’s grant portfolio.

5. Monitors grant expenditures and budget on an ongoing basis; identifies income, monitors spending, and initiates budget modifications and prior approval requests with funding agencies as needed.

6. Serves as the primary liaison between the District Attorney’s Office and grant funding agencies, including but not limited to the California Governor’s Office of Emergency Services (CalOES), the U.S. Department of Justice (DOJ), the Board of State and Community Corrections (BSCC), and other state and federal entities that provide grants.

7. Plans, directs, reviews, and evaluates the work of direct service delivery staff and/or technical employees assigned to grant-funded programs; trains staff in grant compliance procedures and documentation requirements.

8. Performs internal compliance reviews and monitors sub-recipients; prepares monitoring reports and corrective action plans; coordinates responses to external audits and program reviews.

9. Identifies and monitors key funding sources for new grant opportunities.

10. Assists program staff with the preparation of grant applications, including developing budgets, budget narratives, contracts, drafting program descriptions, and required certifications and assurances.

11. Analyzes changes in federal and state grant regulations while evaluating their impact on program operations and drafts procedural updates as required.
12. Compiles and maintains accurate records and files regarding grant activities, expenditures, and compliance documentation, and prepares periodic and special financial and statistical reports as required.

13. Acts as the County liaison and provides coordination among community-based organizations and other service providers, County departments, state or other funding sources, and community or business organizations.

14. Prepares a variety of correspondence, periodic and special reports, grant documentation, policies, procedures, and other written materials related to grant-funded programs.

15. Operates a variety of standard office equipment, including word processors and financial management software

Minimum Qualifications

Possession of a graduate degree (Masters degree or higher) from an accredited college or university, and 4 years full-time equivalent experience performing Grant-level analytical and compliance work.

Licenses:

Specified positions may require possession of a valid California driver’s license. Specified positions may also require licensure or certification in the programmatic area to which assigned.
